UPDATE FOR SUNDAY, MAY 31, 2009

Dear Friends,

I am happy to report to you that yesterday, HCR 50, my resolution affirming Texas' sovereignty under the 10th Amendment of the U.S. Constitution passed out of the Texas House of Representatives with a vote of 100-35. Now, HCR 50 has been sent to the Texas Senate for a full debate and vote.

Today, the Texas House passed House Concurrent Resolution (HCR 50). I appreciate the overwhelming support I received from my colleagues, the hundreds of Texans who contacted me, and everyone who worked with me on this bipartisan effort. This resolution reaffirms the 10th Amendment of the U.S. Constitution and reminds Congress that we, here in Texas, are unequivocally committed to our citizens and to defending the Constitution of the United States and this great Union.

I have heard from many frustrated Texans from around the state who were looking to us for a solution. I believe passing this resolution is a good step forward. HCR 50 serves to show that we will never stop fighting for a better Texas, which will inevitably strengthen the Union.

One of the qualities I most value in Texas is a strong spirit of independence. That is why on February 17, 2009 I filed HCR 50. This resolution is an effort to re-emphasize that we in the State of Texas want the federal government to stop imposing unjustified conditions and federal requirements that should be decided by the Texas Legislature, not Congress. We need to bring the control closer to the people and back to the local government.

I have heard from many Texans who have become concerned about Washington overstepping its constitutional authority, with good reason. HCR 50 addresses the frustration of infringement on States rights with the implementation of federal programs such as No Child Left Behind, the Real ID Act, and proposed gun and ammunition legislation. Our capable membership in state government has the constitutional authority to determine what is best for our state without the interference of Washington, and we need to stand up for that right. HCR stands for House Concurrent Resolution. A concurrent resolution is a resolution adopted by both houses of the legislature that is used to take action or express the wishes of both the House and Senate.
